{"id":806,"date":"2019-04-07T18:47:29","date_gmt":"2019-04-07T18:47:29","guid":{"rendered":"http:\/\/crimesofthecenturies.com\/?p=806"},"modified":"2025-07-15T15:38:17","modified_gmt":"2025-07-15T14:38:17","slug":"middens-carlisle","status":"publish","type":"post","link":"https:\/\/crimesofthecenturies.com\/index.php\/2019\/04\/07\/middens-carlisle\/","title":{"rendered":"Middens \u2013 and their biggest (?) fan"},"content":{"rendered":"<p>Middens, for anyone unfamiliar with the word, are heaps (large piles) of domestic waste material \u2013 mini rubbish tips that could include human excrement and animal waste, as well as kitchen waste and anything else thrown out by households.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>And in the 19th century, these festering dungheaps could be in the street, or yard by your house.<\/p>\n<p>My previous posts on the 1849 inquiry into the state of sanitation in Carlisle covered:<\/p>\n<ul>\n<li>the \u2018link\u2019 between <a href=\"https:\/\/crimesofthecenturies.com\/index.php\/2018\/08\/02\/temperance-and-drains-in-carlisle\/\">temperance and drains<\/a><\/li>\n<li>over-crowding \u2013 <a href=\"https:\/\/crimesofthecenturies.com\/index.php\/2018\/08\/31\/victorian-burials-health-risk\/\">in churchyards<\/a><\/li>\n<li>Victorian theories on the spread of disease \u2013 and at the state of <a href=\"https:\/\/crimesofthecenturies.com\/index.php\/2018\/09\/29\/cumbrian-lodging-houses\/\">lodging houses<\/a> in Carlisle.<\/li>\n<\/ul>\n<h2>\u00a0The fourth and final part: middens<\/h2>\n<p>The 1849 Carlisle inquiry refers to cesspools, and to middens. Cesspools were sewerage pits. Middens were rubbish and effluent piled up above ground.<\/p>\n<p>Houses in those days might have a dedicated \u2018privy\u2019 (toilet) out the back. But, where you had overcrowded houses, you had a LOT of people using one glorified hole in the ground.<\/p>\n<p>Ash pits were emptied at best once a month: these seem to have more than just piles of ashes from coal fires etc.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>The presence of 16 slaughterhouses within the city area didn\u2019t help when it came to public health.<\/p>\n<h2>Drains and drinking water<\/h2>\n<p>Some streets did have drains \u2013 in Botchergate and Caldewgate, these were open, not pipes. And all these drains ran into the river Eden (or the Petteril, and thence the Eden).<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>It was from the Eden that the city got its drinking water.<\/p>\n<p>Just over 3,000 homes had a water supply (remember, the population of Carlisle was then just under 30,000 people).<\/p>\n<p>Other premises with a water supply included 85 inns, 105 shops, 23 stables, and nine public buildings.<\/p>\n<p>Some 49 private dwellings had water closets (toilets).<\/p>\n<p>And 20 private dwellings had baths (with a water supply).<\/p>\n<h2>Fond of his middens!<\/h2>\n<p>The inspector (Robert Rawlinson) had told day one of the inquiry how he\u2019d seen \u2018disgusting sights of human and other filth lying on the surface,\u2019 describing middens as \u2018masses of filth\u2019.<\/p>\n<p>But, one eminent Carlisle citizen believed his middens were a cut above the rest \u2013 and for him, the new-fangled idea of sewers had no appeal.<\/p>\n<p>Mr Rowland told the inquiry that he liked things as they were. In Eden Street, all his drains and middens were well covered, and the ashes regularly taken away and spread on the land.<\/p>\n<p>The inspector recommended receptacles for dry ashes be put out around the town: profit could be made from them. Cesspools should be filled in, and control (and rights) over refuse should be controlled by the health board.<\/p>\n<h2>Middens and disease<\/h2>\n<p>He said accumulating heaps of filth and stinking matter led to the spread of typhus and cholera.<\/p>\n<p>When refuse (and effluent) from houses was taken away daily and hourly, health improved.<\/p>\n<p>Mr Rowland said each of his middens had a chimney. Mr Rawlinson said that was even worse: noxious gases from the fermenting refuse would be emitted from the chimneys, falling then like flakes of soot, to the detriment of those near them.<\/p>\n<h2><span class=\"Apple-converted-space\">\u00a0Missing a point<\/span><\/h2>\n<p>Mr Rowland was also concerned that in times of flooding, filth from sewers would flow into the streets (without worrying, it would seem, what would happen to his middens if the street flooded).<\/p>\n<p>In fairness to Mr Rowland, he was also concerned about smoke from factory chimneys \u2013 he thought all should be at least 65 feet tall, to reduce what fell on the city.<\/p>\n<h2>A final topic of concern<\/h2>\n<p>Various speakers at the 1849 sanitation inquiry then criticised both the brick duty (tax), which made improvements more expensive. And criticised the <a href=\"https:\/\/crimesofthecenturies.com\/index.php\/2018\/02\/21\/window-tax-tax-upon-light-air\/\">Window Tax<\/a>,\u00a0which reduced indoor light and ventilation.<\/p>\n<p>&nbsp;<\/p>\n<h2>Mr Midden: Edward Hervey Rowland<\/h2>\n<p>Edward Hervey Rowland was living in Eden Street, Rickergate, on the 1841 census, aged 45, with his sister Catherine Rowland, 40, and two domestic servants. He was of independent means.<\/p>\n<p>1851 specifies that it was number 8 Eden Street.<\/p>\n<p>Fast-forward to 1861 and they were still in Rickergate, in Swifts Lane, still with two domestics. Edward was then a \u2018proprietor of houses, land and money\u2019, and his sister a proprietor of houses.<\/p>\n<p>By 1871, they were living at number 12 Eden Street.<\/p>\n<p>Edward died in 1874, aged 79 \u2013 without a death certificate, I have no idea of the cause. But given his age, his middens hadn\u2019t done him any harm!<\/p>\n<h3>Those present at the inquiry:<\/h3>\n<p>Robert Rawlinson, the inspector appointed the General Board of Health.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Joseph Rome. Esq., Mayor; George Dixon, Esq., late Mayor; John Fawcett, Esq. William Stordy, Esq., Robert Cowen, Esq., Joseph Ferguson, Esq., Lowther-street; Dr. Barnes, Dr. Lonsdale, Mr. Page, surgeon, Mr. Reeves, surgeon; Wm. Halton. Esq., E. Rowland, Esq., George Ferguson, Esq.; Captain Monins; Mr. Bendle, Mr. Irving, Mr. G. Cowen, Dalston. Mr. Steel, Mr. Nelson. Mr. W. Richardson, Mr. J. Richardson, Mr J Brown, Mr Perring, Mr H Scott. Mr J D.
